Primary Purpose

Responsible for developing and executing optimization strategy for life-cycle costs, and timely, safe, and compliant repairs and maintenance of over 4,500 fleet vehicles including light-duty cars and trucks, and medium/heavy-duty trucks and equipment. Also responsible for developing and executing a fiscally responsible fleet sustainability strategy to transition vehicles and other fleet equipment to net-zero alternatives, which aims to reduce emissions, waste, and fuel consumption, while increasing safety, efficiency, and end-user satisfaction. Accountable for other business strategies including vehicle replacement strategy, CMVI reduction strategy, and enterprise technology deployments. Each strategic plan must be developed in accord with the Company's financial, sustainability, and risk objectives as it relates to meeting financial targets, supporting the company's Scope 1 emission reductions, and reducing third-party liability from vehicle and equipment-related incidents. Fleet Services manages the acquisition, disposition, and maintenance of vehicles and specialized work equipment with an asset value exceeding $200+ million which includes the fleet asset acquisition and sustainability plan with annual acquisitions of ~$35 to $100 million and vehicle preventative maintenance and repairs at forty-eight garages throughout the SoCalGas service territory valued at ~$15+ million annually including labor.

Duties & Responsibilities

  • Fleet Acquisition and Sustainability Strategies: Supports the development of the fleet asset acquisition and fleet sustainability strategy to include both replacements of traditional assets and infrastructure with green alternatives and additions to the fleet that optimizes life-cycle value (minimizing maintenance costs and other variable and fixed costs and including residual value). Ensures that Alternate Fuel Vehicles (AFV), Zero Emissions Vehicles (ZEV), and related infrastructure procurement are integrated into the fleet asset acquisition plan supporting federal, state, local, and company climate commitment objectives.
  • Fleet Safety and Compliance: Supports the Company's safety objective to minimize controllable motor vehicle incidents with technology, process, and system integrations that enhance safety measures. Oversees the Fleet Services maintenance team responsible for preventative maintenance and repair that is completed timely, sustainably, safely, and in compliance with Federal, State, and local rules and regulations.
  • Communication and Engagement: Establishes and maintains outstanding working relationships with industry peers, SoCalGas business partners, and the employees of Fleet Services organization to benchmark and communicate plans, implement strategies, and implement organizational change effectively and efficiently. Oversee the leadership and management of represented employees including disposition of grievances and ensuring that the union contract is being properly administered.
  • Business Controls and Finances: Establishes and monitors business and financial controls to ensure Company objectives are executed timely and in control. Ensures that vehicle replacement, disposal, and maintenance plans, and management reports are accurate and provided in a timely manner. Ensures that all fleet acquisition-related activities (solicitations, contracting, salvage, etc.) are being conducted in an effective and efficient manner maximizing value for ratepayers. Develops (as necessary) and review budgetary reports to ensure effective cost control measures are in place for both acquisition and maintenance activities (such as overtime costs). Monitor safety, environmental, and compliance results to reduce employee and company risk and exposure.
  • Special Project and System Support: Provides project support to the Support Services PMO and the Fleet Systems teams regarding platform updates and implementations (such as the M5 implementation). Oversee the issuance of various Fleet Services solicitations and administration of fleet-related contracts.
  • Performs other duties as assigned (no more than 5% of duties).

Education

  • Bachelor's degree in business administration, finance, engineering, or equivalent work experience is required.
  • Advanced degree (such as an MBA) is preferred.

Experience

  • 10 years of experience in fleet, automotive, or operational management, with a proven track record of achieving sustainability outcomes is required.
  • 5 years of contract development, negotiations, and managing vendor performance (included in overall years of experience) is required.

Knowledge, Skills & Abilities

  • Knowledge of fleet operations and maintenance, including vehicle technologies, fuel types, emissions standards, and safety protocols is required.
  • Analytical and problem-solving skills, with the ability to use data to drive decisions and actions is required.
  • Effective communication and interpersonal skills, with the ability to influence and collaborate with diverse stakeholders.
  • A passion for sustainability and innovation, with a willingness to learn new skills and adopt new technologies.
  • Knowledge of contract development, negotiations, and managing vendor performance.
  • Financial acumen to effectively analyze cost data and trends required to develop long-term replacement strategies.

Licenses & Certifications

  • Certification in sustainability or fleet management is preferred.

Other Qualifications

  • Must be able to travel.

Financial Responsibilities

  • This position is responsible for the approval of Category 1 and Category 2 contracts and various transactions worth up to $75M. Oversees the development of the fleet asset acquisition plan associated with assets valued in excess of $200+ million. Oversees vehicle preventative maintenance and repair operations at 48 garages throughout SoCalGas service territory valued at $15+ million annually (including labor).
