This position serves as an integral member of the agency's Operational Technology team. The successful candidate will serve in the enhancement and maintenance of process automation, SCADA, PLC, HMI, and ICS applications as well as designing new process automation projects. Under general supervision, performs a wide variety of difficult and responsible duties in the installation, enhancement and maintenance of process automation Distributed Control Systems (DCS) and Supervisory Control and Data Acquisition (SCADA) systems to ensure safe, efficient and cost-effective opera­tion of the Agency's operated facilities; works with end users to determine, document and apply process control standards and requirements to systems and devices; programs and maintains specialized hardware and field devices; assists in the maintenance of radio systems and communication networks; and performs related duties as assigned. 

DISTINGUISHING CHARACTERISTICS:
A Control Systems Analyst I performs journey-level professional duties in the information systems services job series. Incumbents in this class program, maintain, enhance and support the Agency's control systems operations. Incumbents assist and train the Agency's end users to make effective use of process automation systems and process informa­tion networks to effectively accomplish Agency and departmental goals.

Control Systems Analyst II is the advanced skill level and working lead class in the Control Systems Analyst series. In addition to performing the full range of journey-level professional duties, incumbents serve as the working lead person of the unit, coordinating and overseeing the work and providing training and guidance to employees engaged in the operations, maintenance and integration of process automation platforms, related computer systems and networks. Incumbents provide advanced technical and systems administration support of the network and provide design input on process automation and control system projects. Incumbents work with limited supervision and exercise independent judgment to ensure employees complete assigned tasks and responsibilities in accordance with broad operational or project requirements. Performance is measured in terms of overall performance and results.

Control Systems Analyst II is distinguished from the Process Automation & Control Supervisor in that incumbents in the latter class have full supervisory responsibility for the section and broader administra­tion duties.

Employees in this class typically report to a Process Automation & Control Supervisor. 


EXAMPLES OF ESSENTIAL FUNCTIONS:

Designs, programs, installs, repairs and maintains the reliability of plant automation systems on multiple platforms, programmable logic controllers (PLC), SCADA, DCS, and plant information local area and wide area networks; uses network com­mands and software analysis tools to troubleshoot and diagnose issues; coordinates and participates in maintaining and enhancing process automation and network functionality; configures and supports network devices including PLCs, I/O networks and human machine interfaces (HMIs); installs and configures applications; develops and programs new and enhanced auto­mation controls; performs software and firmware upgrades; configures and enhances performance of SCADA/DCS systems; supports network communications and associated hardware including process input/output (I/O), local area and wide area networks (LAN/WAN) and the microwave network.

Trains end users to make effective use of process automation systems; responds to work orders, inquiries and requests from other departments on process automation and controls, plant information and peripheral equipment; troubleshoots and repairs hardware, software, network interface and other problems ranging from simple to moderately complex.

Assists with maintenance of network communications including radio systems and microwave network to various Agency offices and facilities; diagnoses and repairs network cable and configuration problems; configures and supports protocols for network communications.

Participates in systems enhancements and upgrades; analyzes process requirements and end-user needs; identifies and analyzes complex systems development, modification and enhancement issues; develops and refines system specifications; evaluates and tests vendor-provided software, hardware and configurations for conformity with requirements, specifications, standards for compatibility and integration, maintainability, documentation and other criteria; makes recommendations for the resolution of problems identified.

Plans and lays out jobs from drawings, sketches or verbal instructions; maintains records in the form of plans and specifications for computers and electronic communications and instrumentation equipment and devices; develops and maintains accurate and up-to-date documentation, monitoring reports, logs and files.

Maintains up-to-date technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks and participating in professional associations.

Maintains documentation on all enhancements; creates standard operating procedures and operations guidance documents and other systems documentation; trains operations and maintenance staff on how to use tools and applications developed; provides customer support to field staff.

Leads, provides work guidance and direction and participates in the work of section employees; participates in scheduling, assigning and monitoring work of other employees for completeness, accuracy and conformance with Agency/departmental standards; provides information, instruction and training on work processes, proper uses of equipment and safe work practices; provides input to supervisor on employee work performance and behaviors; estimates personnel, equipment and material requirements for assigned jobs; may order work materials and supplies.

Designs, develops and programs new and enhanced automation controls; performs software and firmware upgrades; configures and enhances the performance of operating systems; reviews and modifies code written by lower-level staff and contractors.

Participates and provides input on engineering and construction projects; provides guidance and design review of process automation control systems-related projects; performs factory testing and system startups; supports Operations in developing control solutions involving automation; prepares periodic project status reports; ensures process control equipment, instrumentation and software are installed properly, are in conformance with all standards and requirements and operating at expected levels. 

Assists in developing strategies and plans for plant automation and data communication enhancements including the selection of hardware and software; forecasts labor resource requirements; develops cost benefit analysis of projected total costs over a system's proposed life including data storage/integration, network and end-user training and support; analyzes alternatives and makes recommendations; discusses findings with management; prepares reports of study conclusions; develops implementation plans and assists in developing policies and procedures.

May act in the absence of the Process Automation & Control Supervisor, as assigned.


QUALIFICATION GUIDELINES:

EDUCATION, TRAINING AND EXPERIENCE:
A typical way of obtaining the knowledge, skills and abilities outlined above is:

Control Systems Analyst I - Graduation from an accredited four-year college or university with major coursework in electronics, computer information systems, engineering or a closely related field, and at least three years of progressively responsible experience in implementation and maintenance of process automation and controls in wastewater/water treatment or other industrial environment; or an equivalent combination of education, training and experience. Experience in a public agency is preferred.      

A Control Systems Analyst I may be considered for advancement to Control Systems Analyst II after demonstrating proficiency to perform the full range of duties of the latter class. Proficiency criteria and the process for demonstrating performance at the levels established in the criteria are established jointly by hiring authorities and the Manager of Human Resources and are described in Attachment 1.

LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.   

ISA Certified Control Systems Professional, ISA Certified Control Systems Technician or CWEA Electrical/Instrumentation Grade III is desired.

Retirement
California Public Employees' Retirement System (CalPERS):
An employee who becomes a "new" member of CalPERS for the first time on or after January 1, 2013 (and who was not a member of another California public retirement system prior to that date) will be enrolled in the CalPERS 2.0% @ 62 benefit formula with a three-year final compensation in accordance with Public Employees' Pension Reform Act of 2013 (PEPRA). New members (PEPRA) will be required to pay half of the normal cost [Govt. Code Section. 7522.30(c)] currently 6.75% of eligible earnings toward the employee contribution.
 
An employee who is a "classic" member of CalPERS, or a current member of another California public retirement system, who is hired on or after January 1, 2012, will be enrolled in the CalPERS 2.0% @ 55 benefit formula with a three-year final compensation. Classic members shall contribute 7% of eligible earnings toward the employee contribution.
 
Social Security/Medicare:
Along with CalPERS retirement, the Agency also participates in Social Security and Medicare. The Agency pays 7.65% on your behalf [6.2% Social Security + 1.45% Medicare], and the employee pays 7.65% via payroll taxes. 
 
Medical
The Agency shall make a maximum monthly contribution towards the cost of his/her health insurance as follows:

Health insurance is offered through CalPERS, and enrollment is optional with evidence of health coverage from another source. Eligible employees who waive their medical benefit receive a cash incentive payment. Coverage is effective the first day of the month following enrollment.
 
Dental and Vision Insurance
The Agency offers two dental plans – Delta Dental (PPO) and Western Dental (DPO). Enrollment in one of the plans is mandatory. Coverage is effective the first day of the month following enrollment.
 
Vision insurance is offered through EyeMed Vision Plan and enrollment is voluntary. Coverage is effective the first day of the month following enrollment.
 
Flexible Spending Account (FSA) Plan
Upon completion of six months of employment, employees may participate in the Agency's Section 125 Cafeteria Program. Participants in this program may take advantage of tax savings offered through a medical care flexible spending account, a dependent care flexible spending account, or purchase supplemental benefits including critical illness and accident insurance with pre-tax dollars. In addition, employees can purchase supplemental life insurance with post-tax dollars.
 
Term Life and Accidental Death & Dismemberment (AD&D) Insurance
Life and AD&D insurance is offered through Cigna Life Insurance. Executive Management employees are provided with 1 time their annual earnings up to $300,000. Unrepresented Management employees are provided with an Agency paid $90,000 Life and AD&D policy. Unrepresented non-management, and members of the Supervisors', Laboratory, Professional, General, or Operators' Unit are provided an Agency paid $50,000 Life and AD&D policy. Enrollment into a basic $10,000 Life and AD&D policy is required and paid by the employee. Employees may purchase dependent life, for their spouse and/or eligible child(ren), or additional Life and AD&D coverage for themselves up to $500,000. Coverage is effective the first day of the month following date of hire. 
 
Disability Insurance
Employees are insured by an Agency-paid long-term disability insurance, which will provide income for an employee who is totally disabled from illness, injury, or accident. The basic benefit provides for 60% of the first $10,000 of monthly salary, reduced by deductible income, after a 365-day waiting period. Coverage is effective the first day of the month following the date of hire.
 
Short-term disability insurance is available through State Disability Insurance (SDI). Employees covered by SDI are covered by two programs: Disability Insurance and Paid Family Leave. Per applicable MOU and/or Personnel Manual, cash-out option available. 
 
Employee Assistance Program
Agency employees are provided access to an Employee Assistance Program (EAP) which provides 24/7 assistance needed to help resolve life's challenges. 

401(a) & 457(b) Deferred Compensation
Participation in a 457 deferred compensation plan is available through Empower Retirement. The Agency will contribute $25.00 per pay period to a single 457(b) account for each employee who has made an elective deferral of twenty-five ($25) or more to the plan. Also, participation in a 401(a) Defined Contribution Plan is available within 60 days of hire. 
 
Flexible Work Arrangements
Whenever possible, the Agency strives to be flexible to help employees achieve a balance between work and home responsibilities. Most employees participate in a 4/10 work week.

Holidays

Vacation Leave
Employees accrue 80 hours of vacation leave per year depending on length of employment, progressing to 200 hours per year. Executive Management employees accrue 120 hours of vacation leave per year depending on length of service, progressing to 240 hours per year. Per applicable MOU and/or Personnel Manual, cash-out option available.

Sick Leave
Employees accrue 96 hours of sick leave annually.
 
Vehicle Allowance
Executive Management and Unrepresented Management employees may receive a monthly vehicle allowance.

Safety Equipment Stipend 
Members of the Laboratory Unit shall be provided with safety glasses. Payment shall be on a reimbursement basis, not to exceed $250 per fiscal year. Additionally, Laboratory members will receive $300 safety equipment stipend. 

Professional Development Stipend 
Employees not on original probation shall be entitled to a professional development stipend of one thousand dollars ($1000) per calendar year. The professional development stipend shall be paid every twenty-fifth (25th) pay period. Refer to specific MOU or Personnel Manual for details and payment information. 

Educational Reimbursement Program
The Agency may reimburse eligible employees for the cost of educational courses up to $5,250 per fiscal year for the cost of educational expenses that are related to the employee's work. Limited Term employees are not eligible for this benefit. 

Wellness Stipend
Employees not on original probation shall be entitled to a wellness stipend of five hundred dollars ($500) per calendar year. The wellness stipend shall be paid every twenty-fifth (25th) pay period. 

Computer Loan Program
Eligible employees may receive an interest-free loan up to $3,000 to purchase a personal computerLimited Term employees are not eligible for this benefit.
